Low pressure is where storms are generated. The low pressure system creates winds that blow across the water. The energy from the wind is transferred in to the water as swells. The swells separate out from the storm and go on their merry way for thousands of miles, until they encounter a coastline. Then they break. Ideally, they break in an area with a nice high pressure system where the skys are sunny and there isn't too much wind.
