As far as surfing fitness goes, I have found that resistance bands can provide a good substitute for paddling when you can't get to the beach.
I like to alternate resistance band sprints with burpees, for a circuit that works my paddling muscles and tests my stamina. 30 seconds of paddling, 30 seconds of burpees, repeat a couple times and then rest for 30 seconds.
